3 Project Overview and Objectives
A Workers’ Compensation Board is currently engaged in a major multi-year project to improve Return to Work (RTW) outcomes. The project is known as Return to Work Evolution and various phases of the effort will progress in the period between 2024 – 2030.
Watershed Management Consulting is to lead and deliver practice model changes on a Workers’ Compensation Board’s comprehensive claims, provide skill building, and best practice methodologies in RTW with the overall objective of improving the Board’s operational service and RTW results.
To achieve these results, we require a highly skilled/experienced, dynamic and motivated team who can hit the ground running to begin work on this exciting opportunity as soon as possible.
4 Summary
- Project Lead – will be assigned to one of the project’s workstreams and will lead and manage that workstream, including the assigned mix of internal and external resources, to achieve the workstream objectives;
- Project Scheduler – will be working directly with the Board’s Project Manager and Project Leads for tasks including update and maintain project plans and schedules, as well as various logistics assistance such as booking and recording meetings and tracking actions across the effort;
- Business Analyst – will be assigned within one or more workstreams for various tasks including requirements development/analysis, process and procedure drafting, sustainment checklists and metric development as well as working session booking/logistics or other assigned tasks;
- For many aspects of the work, the selected resources will work alongside the Board’s internal equivalents and other contracted resources, either to augment or complement their effort or in some cases, in a more direct “two in the box” dynamic. RTW evolution is an “all hands-on deck, all-in” collaborative effort and the team must quickly gel with existing resources to move the work forward.
- Team will be onboarded in early January 2025 and work under the direction of the Board’s Project Sponsor and Program Manager.
5 Detailed Role Descriptions
5.1 Project Lead (25–50% FTE)
Position Overview:
We are seeking a Project Lead with demonstrated expertise in managing large-scale, behavior-focused organizational change initiatives. This role will lead a key workstream for the “Return to Work Evolution” project, ensuring alignment with WCB’s mission to deliver seamless integration of new case management practices. The ideal candidate will possess a strong background in implementing best practices in operational and behavioral transformation.
Key Responsibilities:
- Lead and manage a designated workstream, ensuring timely delivery of objectives aligned with the WCB’s overarching RTW goals.
- Directly oversee internal and external team members in a collaborative, integrated environment.
- Drive behavioral change initiatives, fostering adoption of new practices among operational teams.
- Ensure alignment and integration across interdependent workstreams, business functions, and programs.
- Prepare and present updates, risk assessments, and recommendations to the Program Manager and Project Sponsor.
Qualifications:
- At least 5 years of experience leading large-scale projects (~$1M+ annual budget), with detailed examples of scope and outcomes.
- Proven success in implementing behavior change methodologies and operational improvements.
- Strong familiarity with Agile or similar project management approaches; PMP certification is an asset.
- Experience in a workers’ compensation or disability insurance environment is a significant advantage.
- Ability to quickly integrate into a fast-paced, collaborative, and multi-stakeholder environment.

Compensation: CAD $70–$110/hour (part-time, 25–50% FTE).
5.2 Project Scheduler (20–30% FTE)
Position Overview:
We are hiring a Project Scheduler to provide critical logistical and administrative support for the “Return to Work Evolution” project. The role will involve maintaining project schedules and coordinating across diverse workstreams to ensure that deadlines are met and resources are effectively managed.
Key Responsibilities:
- Develop and maintain comprehensive project schedules and plans, ensuring accuracy and alignment with WCB’s deliverables.
- Coordinate and track meeting logistics, action items, and status updates across the program.
- Assist with scheduling, tracking, and reporting on progress, milestones, and dependencies.
- Support documentation and distribution of key project artifacts, ensuring stakeholders remain informed.
- Work closely with the Project Manager and Project Leads to address any scheduling risks or issues.
Qualifications:
- At least 2 years of experience in scheduling, coordination, or similar roles for large-scale projects (~$1M+ annual effort).
- Proven success in maintaining project schedules, status reports, and meeting records.
- Proficiency in MS Office Suite, MS Project, and SharePoint.
- Demonstrated ability to manage multiple priorities and coordinate logistics effectively.
- Autonomous and proactive problem-solver with strong organizational skills.

- Flexibility to handle dynamic project requirements.
- Strong communication and collaboration skills.
Compensation: CAD $60–$100/hour (part-time, 20–30% FTE).
5.3 Business Analyst (25% – 50% FTE)
Position Overview:
We are looking for a Business Analyst to support the WCB’s ambitious transformation agenda. This role will play a pivotal part in analyzing, documenting, and refining processes, metrics, and tools to drive sustainable improvements in Return to Work (RTW) outcomes.
Key Responsibilities:
- Work closely with stakeholders to gather and analyze requirements, ensuring alignment with RTW objectives.
- Develop detailed process flows, checklists, sustainment plans, and operational procedures.
- Facilitate working sessions, workshops, and stakeholder meetings to advance project deliverables.
- Collaborate with operational teams undergoing large-scale change to elicit requirements and validate outputs.
- Draft and manage project artifacts, ensuring clarity, accuracy, and usability.
Qualifications:
- At least 2 years of experience in business analysis roles within large-scale projects (~$1M+ annual effort).
- Demonstrated ability to create process flows, procedures, and other operational documents.
- Experience in facilitating workshops and engaging with operational teams under pressure.
- Familiarity with workers’ compensation or disability insurance environments is a strong asset.
- Scrum Master certification or similar qualifications are considered advantageous.
