Role Description: 

We are seeking a detail-oriented and proactive Planning Consultant to join our dynamic team. The ideal candidate will possess strong analytical skills and a passion for strategic planning. This role involves collaborating with clients to develop effective plans that align with their goals and objectives, ensuring optimal resource allocation and project execution.

 This is a Contract role for a Consultant in Strategic Planning Services with our Client at Watershed Management Consulting, with flexibility for remote work. Many client site visits will get scheduled during the project at the client’s office in Toronto, ON.

The Consultant will be responsible for providing strategic plan development services, conducting business planning, engaging all relevant stakeholders and partners, utilizing analytical skills, and offering related services to clients.

 About our client: They are one of the regulating bodies for Healthcare Practitioners in Ontario, Canada.

Scope of work:

The primary goals and objectives of the Strategy Planning consultant’s engagement include:

  1. Developing a forward-looking Strategic Plan: Develop the Strategic Plan and associated materials, including strategic priorities, goals, and implementation strategies. Ensuring the Strategic Plan not only reflects the changing environment in which Client operates, i.e. relevant legislature, but is also innovative, inclusive, and aligned with Client’s purpose.
  2. Creating actionable strategies: Developing clear, actionable strategies and objectives to achieve the identified priorities.
  3. Engaging system partners: Ensuring broad and meaningful engagement with key members of the public who experience health care, registrants, applicants, Client staff, Client’s Council (or board) and committees, and relevant external partners.
  4. Establishing monitoring mechanisms: Providing frameworks for ongoing monitoring and evaluation of the Strategic Plan’s implementation and impact, including the development of KPIs, associated data dictionaries, and recommendations for appropriate technology to support monitoring.
  5. Addressing Enterprise Risk and Mitigation: Incorporate strategies to assess and mitigate enterprise risks, particularly those associated with healthcare and regulatory changes. This will involve the identification of potential risks, and the development of mitigation plans to safeguard organizational operations and objectives as outlined in the new Strategic Plan.
  6. Key System Partner Engagement: Facilitate key system partner engagement sessions across Ontario, including workshops and consultations with members of the public who experience health care, registrants, applicants, Client staff, Client Council (or board) and committees, and relevant external partners (e.g. employers and academics).
  7. Environmental Scan: Conduct a comprehensive environmental scan to assess trends and practices in regulation and strategic planning, identifying opportunities and challenges relevant to Client.
  8. Legislative Review: Ensure understanding of applicable legislature and frameworks, including the Regulated Health Professions Act (RHPA), and other relevant regulatory frameworks (e.g., College Performance Measurement Framework (CPMF) and Fairness Commissioner Ontario (FCO) to ensure the new SP aligns with legal and regulatory obligations.
  9. Embedding DEI principles: Integrating Diversity, Equity, and Inclusion into all aspects of the Strategic Plan. Client’s DEI guiding principles include broad-mindedness, evidence-informed decision-making, intentional action, strengths-based planning, and forward-thinking.
  10. Monitoring & Evaluation Framework: Provide recommendations for establishing mechanisms to monitor, evaluate, and report on the progress of the Strategic Plan. This includes the development of Key Performance Indicators (KPIs) to measure success, as well as recommendations on technology or solutions that would be appropriate.
  11. Expert Guidance: Offer expertise in the measurement of progress and effective implementation strategies for the Strategic Plan, ensuring alignment with Client’s overall mission and objectives.

 Qualifications

  • Bachelor’s degree in Planning, Business Administration, or a related field.
  • Proven experience in strategic planning or consulting roles is preferred.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent communication skills, both verbal and written, for effective client interaction.
  • Proficiency in project management software and tools.
  • Ability to work independently as well as collaboratively within a team environment.
  • Strong organizational skills with attention to detail.

  • Description of the past project experience, including detailed description of relevant consulting projects working with similar organizations and expertise in strategic planning.
  • Proposed approach and methodology for conducting the strategic planning process, including timelines and deliverables.
  • Rate card, including all fees and expenses associated with the project.
  • References from past clients who can speak to the consultant’s ability to deliver high-quality strategic planning services.
